Child Abuse Reporting Requirements

REPORTING CHILD ABUSE IN THE LINCOLN HERITAGE COUNCIL

The Boy Scouts of America requires immediate notification of the Scout executive whenever information about
possible child abuse in the Boy Scout program is uncovered. The current policy for after-hours notifications is to
leave a message on the Scout executive, Barry Oxley’s, voice mail, 502-361-2624, ext. 3007. The Scout executive
will ensure that all state reporting requirements have been met and will also take measures to protect the youth in the
Scouting movement.

If an immediate report is to be made due to extreme urgency, call the 24-hour Child Protective Services Child Abuse
Hotline at 502-595-4550 in Jefferson County. In Kentucky, call 1-800-752-6200, 24 hours. In Indiana, call Indiana
Family and Social Services at 1-800-562-2407, 24 hours. The council should be contacted by leaving a message on
the Scout executive’s voice mail. The "Suspected Child Abuse Reporting Form" should be completed and submitted
to the council.

REPORTING CHILD ABUSE IN KENTUCKY AND INDIANA

Child Protection Act
The Child Protection Act provides for the protection of children through the mandatory reporting of known or
suspected child abuse. All states require similar duties of persons related to the reportage of child abuse.

Definition of abused or neglected child: A child whose health or welfare is harmed or threatened with harm when
his parent, guardian or other person exercising custodial control or supervision of the child:

(1) inflicts or allows to be inflicted upon the child physical or emotional injury by other than accidental means;
(2) creates or allows to be created a risk of physical or emotional injury to the child by other than accidental means;
(3) commits or allows to be committed an act of sexual abuse, sexual exploitation, or prostitution upon the child;
(4) creates or allows to be created a risk that an act of sexual abuse, sexual exploitation, or prostitution will be
committed upon the child;
(5) abandons or exploits such child;
(6) or does not provide the child with adequate care, supervision, food, clothing, shelter and education or medical
care necessary for the child's wellbeing.

Who Shall Report? Any person who knows or has reasonable cause to believe that a child is dependent, neglected,
or abused shall immediately cause an oral or written report to be made to the Scout executive, a local law
enforcement agency or the Kentucky or Indiana state police, the Department for Social Services, the
commonwealth's attorney, or the county attorney.

Immunity:
Anyone acting upon reasonable cause in the making of a report in good faith shall have immunity from
any civil or criminal liability.
